During the Code for Hawaii #CodeAcross Panel of the 2016 Unconferenz in Honolulu, the State of Hawaii CIO, Todd Nacapuy,
mentioned that they have a need for matching budget data with spending. It was one of the many things that
State legislators and officials need help with given the constraints that they face.
At the 2016 National Day of Civic Hacking, a group of coders created a variety of different visualizations.

Background on Budget & Expenditures
- All expenditues from all agencies / depts are input into FAMIS (cobol database), and contains information on actual expenditure,
dept, vendor, agency.
- DataMart software pulls from FAMIS, groups / filters data into a list which then goes to the Dept Acct Gen Svc as excel, csv, etc,
but needs to be manually scrubbed since it contains SSNs & personal data, which potentially takes
- The scrubbed expenditure data is then put on data.hawaii.gov.
- Every 8 months the deputy director of budget and finance provides a budget spreadsheet (xlsx), minus DOE, UH,
executive branches, which have their own budget data worksheets; most of which is available in pdfs on captial.hawaii.gov.
Data was sourced from data.hawaii.gov (see sources below).
After doing a cursory review it became clear that the expenditures data is missing substantial portions.
We are continuing to meet with different Hawaii State stakeholders to establish which portions are missing and why,
also to try to get more complete and accurate datasets released to the public in the future.
Overall, there has been very little effort to ensure the information contained in this repository is accurate or current.
